Analysis and suggestions on the current situation of Zhejiang power market construction

The generating capacity of thermal power units was 237.4 billion kwh, with a year-on-year increase of 7.0%, and the average utilization hours of installed capacity was 3919 hours, with a year-on-year decrease of 31 hours. The maximum load of provincial unified dispatching was 65480 MW, an increase of 11.9% year-on-year. The maximum daily power consumption of unified regulation is 1.308 billion kwh. The maximum peak valley difference of unified regulation throughout the year is 22570 MW, the average peak valley difference is 15730 MW, and the average power load rate is 82.7%
at the end of 2016, the installed capacity of heating units in the province was 13240 MW, accounting for about 15.9% of the total installed capacity of electricity in the province, an increase of 4.3 percentage points year-on-year. II. Progress of Zhejiang power market construction
in 2016, the pilot scheme of Zhejiang Province's electricity sales side reform and the pilot scheme of transmission and distribution price reform were submitted to the national development and Reform Commission and the National Energy Administration for approval and approval. III. characteristics of the plan
(I) the plan clearly puts forward that the goal of Zhejiang power market is to "establish a provincial power market system with the spot market as the main body and the power financial market as the supplement." Especially in the initial stage, the power market aims to build a spot market, which will have a profound impact on the construction of Zhejiang and even the national power market
(II) the plan defines the medium-term market, explores the renewable energy market participation mechanism, and promotes the trading of energy green certificates. The participation of renewable energy in the market and green certificate trading will make the construction of Zhejiang power market more distinctive, which can not only ensure the full purchase of renewable energy power generation, but also promote the sustainable and benign development of renewable energy
(III) market construction is divided into three stages, reflecting the idea of active, steady and step-by-step implementation. The plan clearly puts forward that the construction of Zhejiang power market should follow the principle of scale from large to small, trading varieties should be gradually increased, trading mechanism should be gradually improved, and market mode should be gradually optimized, and it should be divided into three stages: initial market, medium-term market and target market
(IV) do not rush for success in the timing of market construction to ensure orderly progress. The time span of market construction from planning and design to the realization of the target market takes more than 7 years. Among them, 19437 MW is coal power, 15898 MW is gas power, 29826 MW is nuclear power, 337 MW is hydropower, 270 MW is oil power, 1762 MW is wind power, 433 MW is composite fuel power, and 481 MW is other fuel power. Among them, 2580 MW of renewable energy (86 MW of wood, 337 MW of water power, 395 MW of urban waste, 1762 MW of wind energy). The transmission line is about 13000 kilometers long. PJM power market has been operating for nearly 20 years. It is one of the first regional power markets in the United States and even the world to carry out power market reform. From the current real-time operation data, the market operating load is about 86000 MW, which is larger than the local power generation capacity, indicating that there is also cross regional power trading. five difficulties and suggestions that may be encountered in the process of market construction
(I) the operation of Zhejiang power structure system is relatively complex, which is not conducive to the construction of spot trading market. First, the proportion of external electricity in Zhejiang is relatively large, accounting for about 1/3 in peak seasons. These electricity are basically planned or ordered by the government. Second, the security concerns of UHV AC/DC hybrid power operation have certain disadvantages to spot market transactions. Third, the installed capacity of nuclear power accounts for a large proportion. At present, the installed capacity of nuclear power has reached 6570 megawatts, which will reach 9070 megawatts when the initial power market target is achieved, accounting for about 10% of the installed capacity of the province. The actual operating power in the market will account for more than 10%, making it difficult to participate in spot transactions
(II) the design of market rules involves multiple objectives. The optimization of multiple objectives is a compromise result, but it is not an optimized spot market. The appropriate weight of spot should be reflected in the design of market rules
(III) the forces and directions of various market players are different, which may affect the construction process of the power market. Due to the different relevance of interests, the direction of their forces is not the same, which plays a promoting role, but also has an impeding role that cannot be ignored. There is a wide gap in strength between market players, and few can be compared with many, which is not a fair competition with equal strength. The government needs to have sufficient capacity and implement strong guidance to ensure that the market construction and operation have sufficient positive energy and the force opposite to the goal of the plan
(IV) the national energy administration should create conditions for its agencies to strengthen the supervision of the design, construction and operation of the provincial power market, especially to play its due role in the design and operation supervision of market rules
Zhejiang is a province with a relatively developed market economy. The society has an open consciousness and a generally strong market concept.
